Yes it can play Playstation 2 games on your own PC.. but for PS 2 games you require a Video Card.. atleast 256 MB.. and for the other consoles.. you can work wothout the video card..!

To play Playstation games.. u need to have an image of any of its game CD or you can download images from web.. just search Psx games for PC and you will get your games !

Similarly.. nintendo DS and GBA games can also be downloaded

Many of the Emulators i saw out there are hardware dependable. I mean to say, the settings must be changed according to the hardware. If the emulator is pre-configured for some other PC, it may not work on another PC with different specs. And most of the cases (especially in PS one) the settings cannot be configured automatically.

...which means the settings must be configured manually, and i wonder how many of us know how to configure it manually.

If you dont have a video card.. then ur recommended to use the low quality settings and the minimum screen resolution !
